Mayor Aman called the Special Meeting to Order at 8:15 p.m., immediately recessed it to continue the Special Work Session; and reconvened the Special Meeting at 8:50 p.m.

Deputy Mayor Streeter informed the Town Manager asked the Town Manager that twice in the last week residents had informed him of unacceptable conditions at
Mr. Galligan said that he had only today requested that a larger receptacle, with a lid, be placed on Pierce Road at Desmond

A.      Resolution Approving an Annual Salary for Town Manager Matthew B. Galligan for Fiscal Year 2002/2003

BE IT RESOLVED that the South Windsor Town Council approves an annual salary of $110,000 for Town Manager Matthew B. Galligan for Fiscal Year 2002/2003.

The Motion was: Approved, unanimously

B.      Resolution Approving an Annual Salary for Town Attorney Barry Guliano for Fiscal Year 2002/2003

BE IT RESOLVED that the South Windsor Town Council approves an annual salary of $86,000 for Town Attorney Barry Guliano for Fiscal Year 2002/2003.

The Motion Was: Approved, unanimously


C.      Resolution Approving an Annual Salary for the Clerk of the Council, Based Upon 1,607 Hours Per Year, for Fiscal Year 2002/2003

BE IT RESOLVED that the South Windsor Town Council hereby approves an annual salary of $37,362.75, based upon 1,607 hours per year, for the Clerk of the Council for Fiscal Year 2002/2003; and

BE IT FURTHER RESOLVED that the South Windsor Town Council hereby stipulates that the Clerk of the Council position shall have benefits equivalent to the Non-Bargaining Unit Members Job Classification; and said benefits shall be calculated on a prorated basis according to the average number of hours worked in the previous Fiscal Year; and

BE IT FURTHER RESOLVED that said hourly increase and participation in the Non-Bargaining Unit Members Fringe Benefit Package shall be effective July 1, 2002.

D.      Resolution Authorizing the Town Manager to Enter Into a Non-Emergency Interagency Agreement with the Towns of Glastonbury, Manchester, and Vernon for the Establishment of a Joint Narcotics Enforcement Task Force

WHEREAS, the Town of South Windsor currently operates under an Interagency Agreement for a Joint Narcotics Enforcement Task Force between the towns of South Windsor, Glastonbury, Manchester and Vernon; and

WHEREAS, on July 1, 2001, the Connecticut Legislature enacted Public Act No. 01-117, which established different criteria from prior legislation, while still authorizing municipalities to jointly perform municipal functions; and

WHEREAS, the towns of South Windsor, Glastonbury, Manchester and Vernon wish to create a new Non-Emergency Interagency Agreement Regarding Joint Narcotics Enforcement Task Force to be passed pursuant to the new criteria and guidelines of Public Act No. 01-117 in the form of the

WHEREAS, Public Act No. 01-117 requires that the Joint Agreement be approved by each town in the same manner that ordinances are approved and that the Agreement must include a process for withdrawal and a requirement that the approving body review the Agreement at least once every five years; and

WHEREAS, a public hearing was conducted upon this issue on August 12, 2002, and the Agreement includes a process for withdrawal and a requirement that the Town Council review the Agreement at least once every five years.

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby approves the Town of South Windsor

E.      Resolution Approving the Transfer of $4,750 from Contingency Account to the Town Manager
        Councillor Havens

BE IT RESOLVED that the South Windsor Town Council hereby approves a transfer of $4,750 from Contingency Account Number 1910-9001-390 to the Town Manager
BE IT FURTHER RESOLVED that the South Windsor Town Council authorizes the expenditure of said $4,750 as the Town

F.      Resolution Approving the Transfer of $4,394 from the Contingency Account to the Town Council
BE IT RESOLVED that the South Windsor Town Council hereby approves a transfer of $4,394 from Contingency Account Number 1910-9001-390 to the Town Council
BE IT FURTHER RESOLVED that the South Windsor Town Council authorizes the expenditure of said $4,394 for the Town

Seconded by:            Councillor Pelkey

Councillor Havens asked the Town Manager to
Mayor Aman then called for a vote on the Motion.  It was approved, unanimously.

        A Motion to adjourn was made 9:10 p.m.; was duly seconded, and approved, unanimously.
